基于工作过程导向的中国公民警校建设

Chinese Citizens Police Academy Construction based on the Work Process-oriented

公民警校(Citizen Police Academy,CPA)最早由英国开发试行,对于我国而言依然属于新生事物。公民警校的成功创办,可以加强社会公众对于警务工作的理解和支持,促进社区警务在我国的顺利推进,同时它也是我国社会管理创新的一种有益尝试。我国应该建立由省级、地市级公安机关领导、由区县公安机关具体组织和承办的公民警校运作体系。本文以工作过程为导向,从准备期、开课期以及评估期三个阶段分别分析公民警校在创建过程中的主要工作环节和工作内容,希望以此增进区县公安机关成功创办公民警校的积极性和可能性,真正发挥公民警校的良好社会效应。

Citizens Police Academy(Citizen Police Academy,CPA) was first developed by the British pilot,is still a new thing for the country concerned. The founder of the successful Citizens Police Academy,can strengthen the policing of public understanding and support,and promote the smooth progress of community policing in our country,but it is also a useful attempt of social management innovation. China should establish provincial,and municipal public security organs leadership,specifically organized by the county public security organs and the contractor's Citizens Police Academy operation system. In this paper,work process-oriented,from the preparation period,the commencement of the three stages of the analysis and the assessment of the Citizens Police Academy are the main aspects of the work and the work content in the creation process,hoping to enhance the county public security organs successfully created the office of the police school enthusiasm and possibilities,really play a good social effect of the Citizens Police Academy.
