警务工作,是每一个国家公共事务的一环,受该国家经济、社会与政治等层面所决定。警务合作属政策的一环,受到其依赖法律之外,社会控制的制度与文化的影响。两岸警务合作,在于确保并促进两岸执法部门官署间最大可能之互助,建立并发展一切有助于有效预防并阻止犯罪的活动。因此,研究两岸警务合作,必须从国际与区际刑事司法协助的概念出发,再从警务合作的发展历程中,找出合作的空间与未来发展方向。
