About the Distinction Between Crime Scene Investigation and Criminal Identification Technology

犯罪现场勘查与刑事技术鉴定工作是案件侦查的起点和基础,在刑事侦查工作中扮演着重要的角色,然而从我国实际情况来看,"自勘自鉴"、"自鉴自侦"、"勘鉴不分"的现象非常普遍,这一点与我国《刑事诉讼法》的立法精神相违背,有碍司法公正和侦查工作的顺利进行。为此,我们必须理清犯罪现场勘查与刑事技术鉴定的区别,健全犯罪现场勘查与刑事技术鉴定的工作体制,加快刑侦体制改革创新的步伐。

Crime scene investigation and criminal technical appraisal work are the starting points and bases for the investigation of cases, which play important roles in the criminal investigation work. However, considering China's actual situation, the phenomenon of 'self-Reconnaissance self-Identification', 'self-identification self-investigation ' and 'confusion of reconnaissance and identification' is widespread, which goes against China's spirit of the legislation of 'Criminal Procedure Law ',and also is contrary to judicial justice and the smooth progress of the investigation work. To this end, we must sort out the differences between crime scene investigation and criminal identification techniques, amplify the work system of crime scene investigation and criminal technical appraisal, and accelerate the pace of reform and innovation in the criminal investigation.
