对公安机关动态巡逻勤务机制升级的考量——以上海城市巡逻警务机制为例

Study on Perfecting the Dynamic Patrol System of Public Security Organs——Take the City Patrol Mechanism of Shanghai as an Illustration

近年来,随着人、财、物的大流动,社会治安形势发生了巨大变化,城市治安状况呈现出明显的动态化趋势。为适应动态环境的治安需要,做好城市社会治安的动态管理,变革原有的城市治安工作机制也成为了必然。笔者通过实地调查,对城市治安巡逻勤务的发展状况与重要性进行了研究,发现了当前城市基层公安机关街面治安巡逻工作中存在一些瓶颈问题。为更好地适应现代警务机制的要求,笔者认为有必要对公安机关目前的动态巡逻勤务机制进行升级与改良,以施行更加科学、合理、可操作的动态勤务模式。

In recent years, with the development of the economy, the dynamic management in public security organs has been faced with huge opportunities and challenges. At the same time, all kinds of conflicts come into being, public security environment gets worse, public security organs are forced to take the responsibility and it causes a lot of bad consequences. In the new historical condition, city policing must be reformed in order to adapt the crime-ridden order. The patrol system plays an important role in the government management all over the world. To be efficient and effective, police can formulate a scientific and rational system of patrol. Now the system of Chinese patrol is reforming and developing.The dynamic patrol mechanism on streets has attained primary effects since put into operation, and become the successful apotheosis of modern policing mechanism. However, there are still some bottlenecks that restrict the reformation to deepen further. Therefore, we must analyze the reasons externally, investigate and make experiments actively and continue to deepen the reformation of patrol mechanism in order to enhance the actual effects of the patrol mechanism.
