澳门警察机构、编制与薪酬管理均由法律法规明确规定,具有条文清晰、分类管理、操作性强的特点。在机构设置上,警察总局、治安警察局、司法警察局依法明确了各自的内设机构及其职责。在编制管理上,澳门警察对外有别于一般公务员,对内实行分类管理。在横向上对警察总局、治安警察局、司法警察局,根据各自工作性质设置了不同的组别、级别、职务、职程及职位数目;在纵向上对高级官员与中级、基层官员实行区别化管理。在薪酬管理上,澳门警察薪酬与编制挂钩,根据工作任务和岗位性质,设置了不同的职位、职阶和薪酬点。治安警察局与消防局、海关的薪酬水平相当,高于一般公务员。司法警察局刑事侦查人员、刑事技术辅导员的薪酬优于治安警察及其他保安部队,具有起薪高、加薪快、顶薪高的特点。建议立足我国国情警情,借鉴澳门经验做法,提高我国公安队伍正规化建设水平。
Macao police agencies in the preparation and management salaries are clearly defined by the laws and regulations, with a clear provision, category management, operational characteristics. On the institutional setting,Police Directorate, Public Security Police, Judicial Police legally clear their own internal organization and their responsibilities. In the preparation of management, Macao police outside different from the general civil service,internal implementation of category management. In the transverse direction to the Inspector General of Police,Public Security Police, Judicial Police, set up according to their nature of work groups, level, position, rank and the number of different positions away; the implementation of the difference in the longitudinal direction of senior officials and mid-level, grass-roots officials management. On compensation management, Macao police salaries linked to the preparation, according to the nature of tasks and jobs, set up a different position, rank and salary points. Public Security Police and Fire Department, Customs quite pay levels, higher than the general civil servants. Judicial Police criminal investigation officers, criminal technical counselor salaries than the Security Police and other security forces, with a high starting salary, pay fast, top salary.Recommendations based on China's national conditions of police intelligence, drawing on experiences and practices in Macao, raise the level of public security and regularization of the team.
