摘要
构建教育行政执法协同机制是新时代深化教育行政执法体制改革,推进教育治理体系和治理能力现代化的内在要求。改革实践表明,教育行政执法协同机制的生成与效能发生受到环境要素、行政资源要素、条件性要素等复杂因素的影响与制约。"棘手问题"为教育行政执法协同机制的形成营造了目标情境,资源依赖关系为教育行政执法协同机制的形成提供方式指引,内外部刺激为教育行政执法协同机制的形成提供动力支持,初始性领导为教育行政执法协同机制的形成提供直接契机。构建系统完备的教育行政执法协同机制,需要秉持系统思维,坚持问题导向,注重协同机制效果的可持续性,突出价值引领,实现协同活动法律效果与社会效果的统一。
The construction of collaborative mechanisms for law enforcement in education is an intrinsic requirement for the deepening of the structural reform of law enforcement in education and the promotion of the modernization of both the education governance system and the capacity of education governance in the new era. The practice of educational reform shows that the collaborative mechanisms are affected by such complicated factors as the environment,administrative resources and other conditions. In the construction of the collaborative mechanisms,difficult problems,resources, external stimuli, and initial leadership offered a target, method,support,and direct opportunities,respectively. The building of systematic and complete collaborative mechanisms requires systematic thinking,problem-oriented and value-led practice,as well as emphasis on sustainable effects integrating legal and social results.
