城市中心区大型医院就医停车问题调查与优化——以郑州大学第一附属医院为例

INVESTIGATION AND OPTIMIZATION OF PARKING FOR MEDICAL ADVICES AND TREATMENT IN LARGE-SCALE HOSPITALS IN CITY CENTRAL DISTRICTS: A CASE OF FIRST AFFILIATED HOSPITAL OF ZHENGZHOU UNIVERSITY

在我国城镇化背景下,城市中心区以大型医院为代表的公共服务设施扩张速度日益加快,出现就医人群增多、医院原址扩建等一系列现象,随之产生的城市中心区大型医院周边"停车难、停车乱"问题,已成为中心城区交通拥堵的重要症结和隐患之一。本文以郑州大学第一附属医院为例,对其自身及周边停车场的分布、停车现状、现存停车问题及其造成的影响进行了总结和评估,进而从选址、空间、管理等方面对问题出现的原因进行分析。最后,鉴于解决医院周边停车难问题的现实意义和推广价值,本文基于城市层面提出科学宏观策略,认为大型医院应多核分散增长,卫生部门应完善各级医院体制;基于地段层面提出精细化设计、精细化管理、智能化引导等实际微观策略,希望能够为解决中心区大型公共服务设施停车难问题提供新的视角和思路。

With the urbanization in China, the expansion of public service facilities represented by large-scale hospitals in city central districts is accelerating, resulting in a series of phenomena, like the increasing number of people seeking medical advices and treatment and the expansion of original hospital sites, which causes the problems of 'difficult parking and disorderly parking' around the hospitals. It has become a serious problem and risk for the traffic congestion in city central districts. Taking the First Affiliated Hospital of Zhengzhou University as an example, this paper summarizes and evaluates the hospital itself and its surrounding parking lot distribution, parking status, existing parking problems and the impacts generated, in order to analyze the causes of such concerns from the aspects of site selection, spaces, management and others. Finally, in view of practical significance and promotion value of resolving the parking problems around hospitals, this paper puts forward scientific macro-strategies based on a city level, proposing that:(1) the large-scale hospitals could grow in a decentralized way but with multiple cores, and the health departments should improve the systems of hospitals with various rankings at all levels;and(2) based on the district levels, the fine designs, fine management, intelligent guidance and other practical micro-strategies are expected to be achieved. The paper expects to provide new perspectives and ideas to settle the parking problems in large-scale public service facilities in city central districts.
