历史文化街区更新改造的难点及策略建议——以广州大小马站书院群为例

DIFFICULTIES AND STRATEGIC SUGGESTIONS FOR THE RENEWAL AND REDEVELOPMENT OF HISTORICAL AND CULTURAL BLOCKS: A CASE STUDY OF ANCIENT ACADEMY CLUSTERS NEAR DAMA STATION AND XIAOMA STATION IN GUANGZHOU

随着"城市双修"政策的提出,历史文化街区的保育成了近年我国城市更新工作的重点。但当前,仍有不少历史文化街区的保育工作停滞不前。本文以广州市大小马站书院群曲折的更新改造历程为例,通过梳理其活化保育工作的四个阶段历程,发现资金压力和各方利益态度愿景不一致,是阻碍保育工作推进的难点所在。故依据上述分析,提出针对大小马站书院群这类历史文化街区活化工作的方案,同时政府应转变更新改造的价值观导向,构建多方交流平台。

With the proposal of the policy of 'renovation and restoration', the conservation of historical and cultural blocks has become the focus of urban renewal in China in recent years. However, at present, there are still many historical and cultural blocks where the conservation has stagnated. Taking the tortuous renewal and redevelopment process of ancient academy clusters near Dama Station and Xiaoma Station in Guangzhou as an example, based on the review of revitalization and conservation processes at four stages, this paper proposes that the financial pressure and the inconsistency among the interests, attitudes and visions of different parties are the difficult points that impede the promotion of conservation. Therefore, based on the above analysis, this paper puts forward a plan for the revitalization of historical and cultural blocks such as ancient academy clusters near Dama Station and Xiaoma Station and proposes that the government should change the value orientation of renewal and redevelopment and build a multi-party exchange platform.
