化工园与周边地区互动安全格局研究——以聊城化工园为例

摘要 近年来,在我国化工园区快速发展的同时,危险化学品爆炸、泄漏扩散等安全事件屡见不鲜,严重的还波及周边造成死伤事故,化工园及周边地区的安全格局不合理是造成严重后果的重要原因之一。本文以聊城化工园为例,基于外部安全防护距离,从防护目标和危险源两个角度,互动研究如何构建科学、合理的化工园及周边地区安全格局,得出如下三点结论:(1)化工园周边主要防护目标深刻影响化工园的功能分区和危险源选址,其外部安全防护空间内不能布置危险源,应尽量布置非化工功能区;(2)考虑危险源的外部安全防护距离,从危险源到周边地区进行圈层防护,依次进行防火隔离、绿化隔离、防护林隔离处理等;(3)当危险源与防护目标有防护矛盾时,优先保障主要防护目标安全,搬迁次要防护目标,并可考虑危险源重新选址搬迁。 In recent years,while the chemical industrial zone in China has developed rapidly,Security incidents such as explosions and leakage of dangerous chemicals have become commonplace.What is more serious is the large-scale death and injury accidents in the surrounding areas.The reason is that the safety pattern of the chemical industrial zone and surrounding areas is unreasonable.This article takes Liaocheng chemical industrial zone as an example,and builds a scientific and rational chemical zone and surrounding area’s safety pattern based on the external safety protection distance from the interactive perspective of protected objective and hazard source.It draws several conclusions:the main protected objectives around the chemical industrial zone have a profound impact on the functional pattern of the chemical industrial zone,the external safety protection space cannot be equipped with hazard sources,and the non-chemical functional areas should be arranged as much as possible;Soon afterwards from the perspective of external safety protection distance of hazard source,Protective measures such as fire isolation,green isolation,protection forest isolation in turn,are carried out from the hazard sources to the surrounding area for circle protection.When there is a contradiction between the hazard source and the protected objective,priority shall be given to the safety of the main protected objective,the secondary protected objective shall be relocated,and the location of hazard source should also be redesigned and removed.
