摘要
2016年2月中共中央、国务院在发布的《关于进一步加强城市规划建设管理工作的若干意见》中提出"街区制"为我国住区未来的发展方向,随即引发热议。然而热议之后,"街区制"在我国的推广情况却不尽如人意。本文通过了解"街区制"的概念与优势,以我国现阶段"街区制"的发展状况为出发点,从思想、制度、法律三方面探讨"街区制"在我国的不适应性,并提出相应的对策建议,为我国推广"街区制"的发展提供参考。
The Opinions on Further Strengthening Management of Urban Planning and Construction launched by the Central Committee of the CPC and the State Council in February 2016 determined the 'city block' as the development direction of residential areas in China in the future,which triggered a great discussion in the public.However,afterwards the popularization of 'city block' in China was not rather satisfactory.By understanding the concepts and advantages of 'city block',this paper starts from the current development of it to explore its inadaptability in China from three aspects of ideology,systems and laws.Finally,it proposes the corresponding countermeasures and suggestions,in order to provide references for the development of 'city block' in China.
