存量适应下社区规划的价值取向与路径探索——以上海15分钟社区生活圈为例

THE VALUE ORIENTATION AND PATH EXPLORATION OF COMMUNITY PLANNING IN PERSPECTIVE OF INVENTORY ADAPTATION: A CASE OF 15-MINUTE COMMUNITY LIFE CIRCLE IN SHANGHAI

社区是城市生活的基本单元,也是体现城市竞争力与治理能力的基础单位。城市转型发展背景下,上海市选择了有机更新模式,将营造15分钟社区生活圈作为实现城市发展与治理方式的转型和完善的重要途径。本文以存量适应为切入点,提出社区规划的价值取向,对上海15分钟社区生活圈的规划研究与实践工作开展评述,并探讨将大数据技术应用和社区规划师制度建设作为未来深化发展的方向,为国内社区生活圈的规划建设提供上海的实践经验。

The community is the basic element of society, and also the fundamental unit that reflects the urban competitiveness and governance. During the development of urban transformation, Shanghai chooses the path of regeneration, taking the '15-minute community life circle' as an important tool to achieve the urban development, as well as the transformation and improvement of governance approaches. Taking the inventory adaptation as the start point, this paper comes up with the value orientation of community planning. It reviews the researches and practices of planning conducted in the 15-minute community life circle in Shanghai. Further, this paper explores to apply the technologies of big data and establishment of community planner systems as the direction of in-depth development in the future. This paper provides the practical experiences from Shanghai for the planning and construction of community life circle in China.
