摘要
人才是实施创新驱动发展战略的关键,是重庆打造国家创新示范区,建设创新型城市的核心。当前重庆科技人才队伍总量匮乏、质量不足、结构不合理,尤其是高层次人才十分匮乏,老龄化现象严重制约重庆自主创新能力的提升,究其原因主要是人才培养机制不完善、人才软环境不足、人才激励和保障机制不健全,亟需构建推动重庆创新驱动协同发展的人才服务战略框架,立足创新人才培养、人才引进、人才使用机制夯实人才基数,提升人才实力,激发创新活力,通过科技创新引领经济社会发展。
Talent is the key to implement the innovation-driven development strategy, and the core of building national innovation demonstration area of Chongqing and constructing innovativecity. Insufficient number, poor quality, unbalanced structure of technology talents,especially high-level talent, serious aging restrict the improve of innovation capacity of Chongqing. The main reason is training mechanisms is inadequate, talent soft environment is insufficient and personnel incentive and guarantee mechanism is not perfect. So it is urgent to build strategic framework of promoting the innovation-driven collaborative development of Chongqing in talent service, which is based on the talent training, talent introduction and talent deployment mechanism, to solid talent base, improve talent and inspire creativity, leading the economic and social development by science and technology innovation.
