摘要
为了参与全球性的人才竞争,中国有许多城市基于其各自的发展情况和城市定位,出台了一系列的人才引进政策,介此希望能够吸引和保留高端人才和青年人才。本文采用调查问卷的方式收集了哈尔滨市高校学生关于哈尔滨市人才引进政策的主观看法,试图研究哈尔滨市人才引进政策的效果以及政策内容上的瑕疵。研究结果表明,哈尔滨市人才引进政策的补贴内容单一以及经济补贴的数额不足,难以对哈尔滨市受到过高等教育的青年人才产生足够的吸引力。本文在最后基于关于人才流动的理论因素和美国匹兹堡的成功案例,对哈尔滨市人才引进政策和哈尔滨市未来发展方向提出了一些建议。
To participate into the global competition for talents, most of the Chinese big cities published a series of talent introduction policies depending the urban development directions and city orientation to attract and retain high-end experts and well-educated young talents. This article takes questionnaire as the primary data collection approach to collect the objective perceptions from the students of universities in Harbin. This research tries to help understand the performance of Harbin Talent Introduction Policy and its limitations. The discussion shows that the type of subsidy in this policy is too single and the amount of economic subsidy is far from enough to attract and retain young talents. In the end of this article, recommendations based on literatures and theories of migration are provided.
