摘要
保密奖惩制度是对涉密人员进行行为的"硬约束",是推动涉密单位实现其管理目标的主要方式。保密奖惩制度的科学设计,能够有效增强保密管理的有效性。本文基于制度工程学的孙氏图理论,通过对军工保密单位涉密人员的合规行为、一般项违规行为、重大扣分项违规行为和中止项违规行为等四元行为集的建模分析和推理验证,为广大涉密单位提供一种直观可见、量化可比的保密奖惩制度的科学设计方法。
The reward and punishment system of confidentiality is the'hard constraint'on the behavior of the personnel involved in the secret,and the main way to promote the realization of the management objectives of the unit involved in the secret.The scientific design of confidentiality reward and punishment system can effectively enhance the effectiveness of confidentiality management.Based on the Sun diagram theory of system engineering,through modeling analysis and reasoning verification of quaternary behavior sets such as compliance behaviors,general violations,major deductions violations,and suspension violations of confidential personnel in military secrecy units,this paper provides a scientific design method for the confidential units that are intuitively visible and quantifiable.
