摘要
对政府土地财政制度、银行市场准入制度与房企资质划分制度进行分析,发现上述制度所带有的垄断性推动了房产开发垄断产业链的形成,致使房产调控政策难以发挥效力。为此应引入量化土地供给标准、创建多元化市场融资结构并加强对中小房企的竞争保护,从政策上抑制上述制度中的垄断性。
Through the analysis of local government's land financial mechanism, commercial banks' market access system and Housing enterprises quality classification system, it can be found that the monopoly nature promotes the formation of real estate development monopoly industry chain, which will restrain the effectiveness of real estate regulatory policy. Therefore, to control the real estate market, quantify land supply standards, diversify market financing structure and small enterprise competition protection should be introduced, so as to restrain the monopoly nature through policy.
