新民居建设制约因素与对策研究——以张家口为例

Study on Restrictive Factors and Countermeasures of New residential Construction——A Case Study in Zhangjiakou

采用理论分析和案例相结合的方法对新民居建设进行相关研究,通过制约因素的分析,总结出土地置换问题、建设资金问题、产权问题等三个典型问题。结合我国当前新农村建设的有关政策和国内外的一些成功经验,提出加强规划统筹土地流转、加强宣传引入社会资金、加强法制建设规范新民居住房交易等对策。

This paper researches new residential construction adopting the method of combining theoretical analysis and case. Through the analysis of restricting factors, summarizes three typical problems such as the land replacement problem, construction funds and property. Combined with some successful experience of the relevant policies and the construction of new countryside in China at present, puts forward three countermeasures to strengthen the overall planning and land circulation according to the restricting factors new residential construction Zhangjiakou City.
