摘要
随着廉租房和公租房逐渐成为保障房的主要形式,巨大的建设量和资金需求量导致以政府投资为主的融资模式不能满足建设需求,租赁式保障房的特殊性导致单纯的建设融资举步惟艰。为此,在分析地方租赁式保障房的特殊性和融资现状的基础上,提出适应新形势的地方政府投融资平台,构建基于N-ABS模式、专项基金和政策性银行给予扶持的多元化融资模式。并且,从吸引民间资本、建立ABS为核心的长效运行机制、制定及完善相关法律政策和建立风险防范与控制机制四方面阐述该模式的运行。
With low-rent housing and public rental housing will become the main form of indemnificatory housing gradually. A huge amount of construction and funds demand causes that the financing mode based on government investment can not meet the construction demand.However, particularity of rental indemnificatory housing make the mere construction financing is so difficult.To this end, based on the analysis of the particularity and financing actuality of local rental indemnificatory housing, the article proposes local government investment and financing platform adapting to the new situation, builds diversified financing mode which is based on N-ABS and supported by special funds and policy banks.And it elaborates the operation of the mode in four areas, including attracting private capital, establishing long-term operating mechanism based on ABS, formulating relevant laws and perfecting relevant policies, establishing risk prevention and control mechanism.
