摘要
基于项目全寿命周期的视角,从立项决策、规划设计、招标采购、建设施工、分配管理、运营维护等多个维度研究保障性住房项目的绩效评价问题,明确评价的主体与对象,提出评价的原则与方法。在广泛的文献调研和业内专家访谈的基础之上,建立保障性住房项目全过程绩效评价的指标体系及指标量化方法,运用物元分析方法建立评价模型,并对哈尔滨市保障性住房项目的绩效水平进行评价。结果表明:抽样调查的保障性住房项目在立项决策、招标采购、运营维护阶段的绩效良好,在建设施工、分配管理阶段的绩效一般,在规划设计阶段的绩效较差。
Based on life cycle perspective,discusses performance evaluation problem of affordable housing from aspects of decision-making,planning,procuring,constructing,distributing,and maintaining,clears the subject and object of evaluation,puts forward some principles and methods of evaluation. On the basis of literature review and expert interview,establishes the index system and corresponding quantitative method to evaluate the performance level of affordable housing in Harbin with Matter Element Analysis Model. Results show that among these sampling survey of affordable housing projects,performance level of decision-making,procuring,maintaining periods is good,and constructing,distributing periods is just average,while planning period is bad to be acceptable.
