摘要
PPP模式是目前政府正大力推广的投资建设模式。本文结合《基础设施和公用事业特许经营法(征求意见稿)》、《关于推广运用政府和社会资本合作模式有关问题的通知》等政策法规,对新的历史条件下PPP模式的发展潜力、PPP模式的作用进行分析,在此基础上,结合政策解读和从业经验,提出财政投资项目中运用PPP模式时应注意的要点。
PPP is the investment construction mode that the government promotes vigorously. Combined with'Infrastructure and Public Utilities Franchise Law(Draft)','Notice on Relevant Challenges in Promoting Collaboration of Government and Social Capital'and other policies and regulations,this paper analyzes the effect and development potential of PPP mode under new historical conditions. Furthermore,puts forward the main points of PPP application in financial investment projects based on policy interpretation and practice experience.
