水利工程项目征地占补平衡管理策略研究

Research on Management Strategy of Land Requisition-compensation Balance for Water Conservancy Projects

征地占补平衡是我国防止土地资源严重流失的一项重要政策。从水利工程项目征地占补平衡实施中的问题入手,提出"适当减免,合理分摊,加大补偿力度"的管理策略,并构建了相应的量化体系,为深入研究水利工程项目征地占补平衡管理策略提供依据。

Land requisition-compensation balance is an important policy of preventing serious loss of land resources. This paper studies from the problems arise during implementation of the land balance of water conservancy project,then proposes the management strategies“appropriate relief,reasonable share,increase the intensity to compensate”. On this basis of the above,builds a quantization system,provides the basis for future in-depth study to the management strategies of land balance of water conservancy projects.
