摘要
在建设项目的成本控制中存在两种传统思路,即被动控制下的成本纠偏和主动控制下的限额设计。以高星级酒店项目为例,提出主动与被动控制相结合的第三种成本控制思路,即在投资许可、设计理念、市场环境的三重制约下,运用利益相关者、敏捷制造、功能成本等理论与方法,实现项目成本、期望收益与项目价值,以期为相关的建设项目适应市场新常态进行成本控制提供参考。
In terms of the cost control of the construction project,there exist two conventional ways of thinking,namely,the cost correction under passive control and the quota design under active control. Taking the projects of the high star-level hotel as the example,this paper proposes the third means of cost control by the integration of the active with the passive control,which means under the triple constraints of investment,design ideology and market,the tripod of project cost,expected benefit and project value will be achieved based on the theories and approaches such as stakeholders,agile manufacturing and function and cost method in order to provide the optimum path to realize the cost control of the construction project applicable to the new normal state of the market.
