摘要
在我国各地商品房预售资金监管主体并未统一的背景下,从商品房预售资金监管主体所应具备的功能标准出发,采用问卷调查和因子分析的方法,得出监管主体所应具备的5个关键功能因素,即监管权威、风险管理及承担能力、对项目的跟进能力、建筑工程专业能力、信息网及沟通能力。在此基础上提出政府部门、监理单位与银行三方组成的联合监管主体。
In the background of not a unified pre-funding regulator,this paper summarizes the functions prefunding regulator of commodity houses should have,obtains 5 key functions of the pre-funding regulator based on the questionnaire survey and factor analysis methods,including regulatory authority,risk management and affordability,the ability to follow up the project,construction engineering competence,information networks and communication skills. Then,selects the government departments,the project supervision and the bank as the proper pre-funding regulator of commodity houses.
