新形势下城市市政基础设施建设思路解析

Interpretation of the construction idea of urban municipal infrastructure under the new situation

结合我国新型城镇化建设背景,系统介绍了市政基础设施建设短板引发的主要城市问题,并根据最新编制实施的《全国城市市政基础设施建设"十三五"规划》(以下简称"规划"),针对城市内涝、水体黑臭、交通拥堵、"马路拉链"、"垃圾围城"等"城市病",就"规划"中明确的12项任务进行了归纳、概括,提出了"三线统筹、四城双修、水能保障、补齐短板"的城市市政基础设施建设思路。

Combined with the background of new urbanization of China,the main urban problems caused by the short construction of municipal infrastructurewas systematically introduced.According the Thirteenth Five-Year Plan of the National Urban Municipal Infrastructure(hereafter,Plan)compiled and implementedrecently,the twelve tasks of Planare summarized to deal with the urban waterlogging,black and odorous water,traffic jam,road zipper,garbage siege and other city diseases.The construction idea of urban municipal infrastructurewas put forward,that is balance three lines,double repair four cities,guarantee water power,fill short board.
