基建项目投资全过程管理研究

STUDY ON WHOLE PROCESS MANAGEMENT OF INVESTMENT CONTROL IN INFRASTRUCTURE CONSTRUCTION PROJECT

基建项目投资控制全过程管理是建设单位管理的一个核心部分,它始终贯穿于工程建设的全过程。所谓基建项目投资控制全过程管理,就是正确处理技术先进与经济合理两者间的对立统一关系,把控制项目投资观念渗透到各项设计和施工技术措施之中,在投资决策、设计和施工等过程中当好经济参谋。具体内容包括:一是基建项目投资控制全过程管理的程序及内容;二是基建项目各阶段投资控制的重点;三是要有效协调工程质量、进度、功能与造价,力争最优化、最合理,取得更大的投资效益。通过基建项目投资控制和管理研究,完善建设工程项目投资管理。

Whole process management of investment control in infrastructure construction project is a core part in management of construction unit,lasting throughout an engineering construction project.It means to correctly treat the uniform and opposite relationship between advanced technique and construction cost,to promote the investment control concept in various design and construction techniques and measures and to play an economic reference role in investment decision making,design and construction.It covers the following main contents,including 1.procedure and content of whole process management of investment control in infrastructure construction project;2.key points of investment control in different phases of infrastructure construction project;3.to realize optimum,most reasonable and biggest economic benefit through effective harmonizing the relationship among engineering quality,construction schedule,function and construction cost.The purpose of this paper is to improve investment management of construction project through study on investment control and management of infrastructure construction project.
