如今很多措施改变了管理和控制方式,然而很多地方并未完全完成改革目标,大量小型农田水利工程没有得到有效率的工作,同时后期维护工作也并不全面和完善。对产权改革内容进行深入探讨,对改革中涉及相关内容进行仔细分析,概述当前小型农田水利工程现状及存在的问题,提出相应的改革措施及组织方式,为相关改革工作及建设内容提供建议。

Nowadays,many measures have changed the way of management and control.However,many localities have not fully completed the reform target,and a large number of small-scale farmland water conservancy projects have not got efficient work,and the later maintenance work is not comprehensive and perfect.The reform of the content of the property rights in-depth discussion of the reform involved in the relevant content of a careful analysis of the current status of small-scale water conservancy projects and the existing problems and put forward the appropriate measures and organizational reform in the hope that the relevant reform work and construction content.
