摘要
正确认定和界定营利性国有企业经营者的代表身份与行为准则是这些企业成功转制和健康成长的必要条件。必须把他们同时归结为国家与职工双方利益的代表。要当好双方的代表 ,首先必须在国家、职工和经营者之间贯彻按生产要素贡献分配原则 ,同时又切实贯彻按劳分配原则。与按要素分配原则一样 ,按劳分配原则也是市场经济的通则 ,属于初次分配。按劳分配比重的提高是社会经济的自然演进过程 ,不能刻意追求。按劳分配为主体不惟是我国的既成事实 ,同时也基本适合当前的社会生产力发展水平。完善以按劳分配为主体的分配制度 。
Correctly Recognizing and defining the representative identity and the behavior standard of the state-owned profitable enterprises' operators are the necessary condition for the successful system-shifting and healthful growth. They must be regarded as the representatives of the benefit for both the country and the workers. To be the good representatives of both parties, the principle of distribution according to the working element must be carried out, meanwhile the principle of distribution according to the labor must be carried out, too. The same as the principle of distribution according to the element, the principle of distribution according to the work is the generally accepted principles in the market economy. It belongs to the preliminary distribution. The increasing ratio of distribution according to work is the natural evolvement of the society and economy and it can't be pursued intentionally. The principle of distribution according to work is the fait accompli in our country and basically adjusts to the developing level of the social productivity at present. To perfect the distribution system which is dominated by the principle of distribution according to work is beneficial for our country's constructing the well-off society.
