新时期严寒地区农户宅基地节约集约利用研究

RESEARCH ON ECONOMICAL AND INTENSIVE UTILIZATION OF RURAL HOMESTEAD IN SEVERAL NORTHEAST COLD REGIONS IN THE NEW PERIOD

通过严寒地区大量典型村庄及农户的实地调查,从面积与超标幅度、内部功能构成与组织、外围片区布局等方面剖析农户宅基地现状特征,探讨新时期背景下内部功能布局、农户宜居需求、国家政策制度对宅基地集约紧缩的影响。基于农户微观视角,制定分层缩减与管控细则、功能重组与布局调整、内外协调紧缩与渐进实施等策略,为当下严寒地区农村宅基地节约集约利用提供借鉴。

Through field surveys of many typical villages and farmers in cold regions, from the area and within the oversized range, function composition and organization, layout, such as peripheral features, the paper analyses the rural Homestead status, to explore the background of internal function layout, farmers living needs, the impact of national policies on the land intensive and economically utilization. Based on the farmer's perspective, the paper put forward the target of the nuance levels with the reward and punishment rules, functional reorganization and layout adjustment, and reasonable tightening mode and implementation plan. The paper would provide effective reference.
