海陆衔接视角下临海工业区造陆规划思考

填海造陆为临海工业区建设提供用地,造陆规划对于海洋资源高效利用与临海产业健康发展具有重要作用。造陆规划是海域规划的主要内容,2012年8月国家海洋局首次提出编制区域用海规划必须由具备城乡规划甲级资质的机构承担。城乡规划介入时间较短,相关资料及研究成果较少。文章介绍我国临海工业发展情况,分析顺岸推进式与离岸人工岛式造陆方式的特点,从用地组织角度梳理国内外临海工业区造陆模式,并结合我国临海工业产业发展特征,对造陆规划提出相关建议。

Coastal industrial zone constructed on the reclamation land, and reclamation land plan play important roles on the offshore resource utilization efficiency and the of coastal industry healthy development. Reclamation land plan is the main content offshore plan. The State Oceanic Administration put forward the preparation of regional marine use planning must be draft by the institutions with class A qualification urban and rural planning institute firstly in August 2012.Urban and rural plan got into this field for a short time, and less relevant information and research results. The paper introduces the development of China coastal industrial,and analysis characteristics of alongshore push and offshore artificial island reclamation modes. The author combs the China and abroad coastal industrial zone reclamation modes from the angle of land use organization. As conclusions, the paper proposes some suggestions on land reclamation planning combined with China coastal industrial development characteristics.
