摘要
2017年我国的城镇化水平迈过58%的门槛,我国城镇建设进入转型期,将从外延扩张式发展逐步转变为内涵提升式发展,即从"增量规划"转变为"存量规划"。作为城市更新的分支理论,"有机更新"自上世纪90年代提出以来取得了长足的发展,现已基本成为业界对城市更新的共识,将在未来较长一段时间年内指导"存量规划"的建设行为。但是面对存量规划现状条件复杂、产权关系混乱的新背景,传统的重视物质空间更新与社区精神延续的有机更新在建设思路、产权问题、经济问题等方面存在诸多不足。文章聚焦存量规划所面临的新问题,提出以问题为导向的更新思路,并高度重视明确建筑产权、引入市场运作机制等方式,将有机更新理念从物质空间、社会交往等层面进一步拓展到经济层面,为城市更新提供可操作的新路径。
In 2017, China’s urbanization level has crossed the threshold of 58%, and China’s urban construction has entered the transition period, which will gradually change from the extension expansion development to the connotation promotion development,namely from 'incremental planning' to 'inventory planning'.As a branch theory of urban renewal, 'organic renewal' has made great progress since it was put forward in the 90 s of last century.It has basically become the consensus of the industry on urban renewal,which will guide the construction of inventory planning in a long period of time in the future. But faced with the new background of the inventory planning, such as the complicated conditions and the confusion of property rights relations. Traditional organic renewal which attach importance to physical space and community spirit, has many inadequacies on construction ideas, property rights and economic issues. This article focuses on the new problems of inventory planning, puts forward a new way of problemoriented,and attaches great importance to defining building property rights and introducing market operation mechanism. The concept of organic renewal is further extended from the material space and social interaction to the economic level, providing a new path for urban renewal.
