Causes of Huge Losses of State Assets and Related Measures

由于管理混乱、固定资产大量闲置、国有资金缺乏约束机制、折旧提取不足等原因 ,造成大量国有资产流失 ,建议 :普遍建立国有资产管理机构 ,加大国有资产流失案件的查处力度 ,政府各部门协调运作 ,积极配合 ,依法对企业实施管理监督 ,建立健全国有资产各项基础监督工作 ,完善经营承包责任制 ,加强对行政事业单位资产的管理 ,从而进一步解决国有资产流失问题。

Huge losses of state assets were caused by the following reasons: the chaos of management, huge idle fixed assets, insufficient allowance for depreciation, etc. To the above problems, this paper suggests measures as follows: establishing wide management institutions for state assets, intensifying efforts to investigate cases of asset loss, coordinating operations among government institutions, supervising enterprises by laws, improving basic supervising works, perfecting management contract responsibility system, and strengthening the asset control over administrative units and institutions. These means can solve the loss of state assets in an effective way.
