Knowledge Economy and the Fallacy that Territory Is an Out-dated Concept

知识经济、网络经济的发展使国家的功能和发展战略发生了变化,这样认识是正确的,但如果因此被夸大为国家"领土概念过时"、"虚拟国家的兴起",则是缺乏分析和依据的。由此引起的歧义有严重的负面影响。随着知识经济、网络经济的发展,国家的主权正在受到消蚀,我们应该密切关注和认真研究国家主权消蚀的原因、性质、程度和趋势,要严格划分国家主权和政府权力的界限,分清和正确处理根本利益和个体利益、长远利益和近期利益、整体利益和局部利益的关系,规范国家行为,让各国在不丧失主权的前提下,融入全球化经济。

It is true that the function of a country and its development strategy have undergone changes owing to the development of knowledge economy and internet economy. However, it is an untenable argument that such changes may lead to the nonexistence of a country's territory or 'virtual state'. With the development of knowledge economy and internet economy, the national sovereign right of territory is less and less respected. So we must observe and study the causes, the nature, the degrees and the trends of this phenomenon so that our country and any other country will safeguard its territorial right during the process of global economy.
