铁路运输企业收入清算系统总体方案的研究及旅客运输清算系统的实施

该总体方案是建设一个统一的运输企业收入清算系统,以各业务信息系统集中到铁道部的实际生产数据为主要信息源,建立集中的清算数据库,完成各运输企业间的收入清算、费用清算和资金结算。主要划分为旅客运输清算子系统、货物运输清算子系统、行包运输清算子系统、邮政运输清算子系统。旅客运输清算系统实现分车次、按列车担当企业的旅客票价收入分项清算,实现线路使用费、机车牵引费、车站旅客服务费、车站上水服务费、客票代理费等费用清算,根据清算数据对各运输企业进行资金的轧差结算,并提供相应的统计分析。

The objective of the overall scheme of the system is to have a uniform revenue clearing system for railway transportation enterprises. Centralized settlement database is to be set up at MOR by taking the actual running data as main information source from all specialized business information subsystems, fulfilling revenue, expense and capital settlement among transportation enterprises. The system is mainly divided into Passenger Transportation Clearing Subsystem, Freight Transportation Clearing Subsystem, Luggage Transportation Clearing Subsystem and Postal Transportation Clearing Subsystem.Passenger Transportation Clearing Subsystem realizes the revenue settlement of all passenger trains by train ownership, which include passengers ticket revenue settlement, line access expense, locomotive traction expense, station service expense for the arrival and departure of passengers, station service expense for water supply and ticket sale agent expense settlement and so on. The system will carry out balance settlement for all transportation enterprises based on original data, and provide corresponding statistics analysis. 
