近年,我国国债规模迅速并大幅度增长,财政的国债依存度偏高,但继续运用国债政策,适度扩大国债规模,不仅有现实必要性,而且也有现实可能性。国债政策运用当然存在风险,但风险大小的关键不在于国债规模,而在于国债资金的使用是否有效和高效,是否较快地促进了国民经济的发展。

The scale of our national debt has increased rapidly and greatly in the past few years.Although dependent Charac-ter of national debt of finance trends to be high ,there is not only real inevitability but also actual possibility in both applying nation-al debt policy continually and expanding scale of national debt. Of course,there is risk in application of national debt,but the hinge of risk dimensions doesn't lie in national debt scale,it lies in Whether application of national debt is effective or efficent or not,Whether it can prompt development of national economy rapidly or not.
