摘要
在分析影响防洪规划制订与实施效果的主要因素基础上,建立相应的指标体系;应用专家评定法确定各评价指标的权重值,采用模糊数学方法建立了防洪规划的后评价模型。实例分析表明,该方法简便、有效,评价结果合理。
Based on analysing the key factors affecting the formulating and operation effect of flood control planning, the index system was advanced; the weights of indexes were determined by applying expert evaluation method, and the postappraisal model of flood control planning was set up by applying fuzzy mathematics method. The analysis of example shows that the method is convinent and effective, and the result of appraisal is reasonable.
