The paper contrast several basic mode which Ningxia Hui nation Municipality have used in constructing developed area to alleviate poverty first, then analyze amply the developing mode which has made first-class town in northwest-Huaxi-cun from “Diao village” to little town, and discuss the significance and the way which keep Huaxi town ahead and develop right along at last.
