日本援助结核病控制项目县的省级督导结果与评价

Supervision Results and Assessment of TB Control Project Aided by Japan

目的 监督指导全省日本援助结核病控制项目县的工作实施。方法 按项目实施指南要求 ,检查2 0 0 2年首批启动项目县有关政府承诺 ,结核病归口管理 ,结核病人的发现、登记、报告、治疗及管理情况 ,并现场制作督导记录。结果 项目实施 4个月来 ,共接诊门诊病人 74 2 4例 ,发现结核病人 4 378例 ,其中涂阳病人 136 2例 ,列入项目免费治疗 14 38例 ,项目病人直接监督短程疗法 (DOTS)管理率 31.5 % ,2个月痰菌转阴率 81.3% ,综合医院结核病转诊率平均 4 7.3%。结论 项目工作进展顺利 ,但各项目县发展不平衡。实现政府对项目工作承诺 ,有效落实结核病归口管理 ,推行并扩大DOTS管理覆盖面是做好项目工作的关键。

Objective To supervise and guide administration of TB control project aided by Japan in Anhui Province. Methods According to administration guidance of the project, government promises, convergence cases-management of TB patients, TB case detection, registration, report, treatment of the project counties started in 2002 were inspected. Field supervision records were made. Results In 4 months of the project administration, 7424 patients were received in the clinics and 4378 TB patients were found. Of them, patients with TB bacillus positive were 1362. 1438 cases were treated free of charge. DOTS management rate of the patients was 31.5%. Negative conversion rate of sputum TB bacillus after 2 months treatment was 81.3%. Average introduction rate of integration hospital was 47.3%. Conclusions the project was going smoothly. But imbalance was found in the project counties. It is the key to realize government promises, fulfill convergence cases-management of TB patients effectively and develop DOTS management to guarantee the project quality.
