行政责任缺失是行政责任与行政权力分离的结果。行政权力与行政责任相伴产生 ,它们的关联性是行政权力公共性的表现之一。利用行政责任控制行政权力腐败 ,是从微观视角约束行政权力 ,建立名副其实的行政责任追究制度 ,也就是用权力制约权力 ,营造行政权力监督的客观环境 ,是减少行政责任缺失的必备条件。

The absence of administrative responsibility results from the separation between administrative responsibility and administrative power. The concomitance of responsibility and power is one of exhibitions to commonality of administrative power. From microcosmic angle of power restriction, administrative responsibility is able to control power corruption on account of building veritable responsibility-ascertained system, in other words, power is able to control power on account of building favorable circumstances of administrative supervision.
