A Critical Analysis of the American Human Rights Diplomacy

20世纪70年代以来,人权外交作为美国基本国策之一,在对外关系中占重要地位。从卡特到克林顿、小布什,美国的人权外交政策不断完善和发展。其特点有:人权批评实行三重标准;人权外交具有强烈的意识形态倾向;片面解释人权,以美国的标准强加于人;人权外交是通过政治施压、经济制裁、军事进攻即搞对抗实行的。美国人权外交的实质,是为了和平演变社会主义,在全球推行美国的政治经济模式和价值观,也是为了称霸全世界。

Since the 1970' s, the human rights issue has been playing a major role in the foreign policy making of the United States. From Jimmy Carter to Bill Clinton and George W. Bush, it has undergone a significant development towards perfection in serving the American interests. The author s analysis in this article focuses on the following aspects, which are intended to show the nature of the strategic orientation in this policy making. 1. A triple standard is explicitly or implicitly employed. 2. American ideology underlies the shaping of this human rights diplomacy. 3 . The interpretation of the human rights issue is based on a one - sided American of criterion. 4. The human rights diplomacy is backed by political pressure, economic sanction and military threat. The ultimate goal of this policy is to complete a peaceful dissolution of the socialist systems, and to promote the globlization of the American political - economic model and the American values, and to dominate the whole world.
