摘要
雷沛鸿投资国民基础教育,缘于其对教育的各种收益(经济、政治、社会收益等)的独到思考。在国民基础教育经费的筹集上,雷沛鸿实行相对分散的教育投资体制,主要依靠县级政府,同时动员民众筹资;推行中央、省、县三级负责制,坚持“因地为粮”(因地制宜)原则,发动民众筹资。为合理配置广西有限的教育资源,雷沛鸿借助政治力量,强调管理,创新学制,大大提高了教育投资效率。
Lei Peihong invested in national elementary education, basing on his original thoughts about all sorts of educational profits (economic, politic, social profits, etc). On raising the funds of national elementary education, Lei Peihong came out relatively scattered educational investment system mainly depending on county government and mobilizing the public to raise funds also: pursuing the central
government-province-county system of job responsibility and insisting on the principle-to draw on local
resources to suit measures to local conditions-to start the public to raise money. In order to distribute the
limited educational resources of Guangxi reasonably, drawing support from government emphasizing management and innovating school system, Lei Peihong improved the efficiency of education investment greatly.
