国际贸易政策保护性研究及中国的对策

The international trade policy's protective nature and China's countermea sures

通过对国际贸易政策的历史回顾,总结出任何国家、任何时候贸易政策的本质都是保护性的。认为国与国之间贸易利益分配的差异,自由贸易对国家内部不同部门(利益集团)的不同影响,是产生保护性贸易政策的内部和外部原因,贸易政策的国际协调并不能从根本上改变贸易政策的保护性。分析了“公开型”和“隐蔽型”贸易保护的性质,建议中国构造“隐蔽型、新型”的非关税壁垒体系。

This article reaches a conclusion that a country's trade polic y is protective in nature at any time and in any country through looking back int ernational trade policy in history.The difference of the benefit distribution b etween countries and the difference of the effect on domestic industries(benefi t groups)arising from free trade,is the inner reason and outer reason leading to protective trade policy.The international coordination of trade policy can' t change the protective nature of trade policy.Then it discusses the protective nature of trade policy on the condition of WTO,and how to formulate our trade policy.
