In this essay on the creating and improving new administrative law-executing main body of urban environment management, social efficacies of innovations on comparatively concentrated administration punishments and some subsequent current problems are being discussed.Also, the author explains several new conceptions and methods in administrative law-enforcement system of urban environment management such as the responsibility distribution units among urban administrative inspectors, the institution of so-called community inspector and the socialization of urban environment management.The author also analyzed the separation principles of functions between newly appeared administrative law-executing main body and its relative administrative bureaucracies.The leader system of urban administrative inspector detachment is clarified too.
