TO PROMOTE HEILONGJIANG OPENING TO THE OUTSIDE UNDER THE WTO OPPORTUNITY

在经济日益全球化和我国已经入世的背景下 ,黑龙江省面临着如何进一步对外开放和深入参与国际合作与竞争的现实问题 ,只有解决了这个问题 ,才能使黑龙江省在国际分工中获得更多的比较利益。我们必须进一步明确扩大对外开放在黑龙江省经济发展中的战略作用 ,并逐步建立起符合国际规范的对外开放的管理、服务、经营格局 ,以此促进黑龙江省的经济发展。

Under the background of our entrying into WTO, Heilongj ia ng Province is facing with a problem of how to opening the outside and taking pa rt in the international competition or cooperation in order to obtain much more profits. Extending the scope of opening to the outside world is playing a strate gic role in our economic development. We should set up new patterns of managemen t and service which fit in with international rule.
