从农村公共商品供给机制看减轻农民负担

A glimpse on farmer's burden relief from public commodity supply system in the countryside

农民负担过重的原因在于公共商品范围不清、层次不清、上下级政府职责范围不清、采用"自上而下"的决策机制、公共生产机构不受农民约束、公共商品成本分摊等几个方面。减轻农民负担应从上述几个方面着手,构建合理的农村公共商品供给机制,建设真正意义上的农村公共财政。

The cause that farmers’ burden is too heavy lies in the unclear scope & level of public commodity, the blured scope of official duty between higher & lower levels,the decisionmaking system of issuing informal notice, public production organization unrestricted by farmers, and public commodity cost apportion done in various forms of taxation, fund collection, alocation and penalty. Farmers’ burden relief should be done from the above mentioned aspects to establish reasonal supply system of public commodity in the countryside and build up rural public finance in its genuine meaning.
