环境容量和允许排放量是环境规划与管理的基础和依据。对河流环境容量和允许排放量的定义、影响因素和计算方法进行了探讨 ,从理论上阐明了环境容量的实质内涵 ,提出了实用化的计算方法 ,按照一维无混合区 ,一维和二维有混合区三种情况 ,通过算例给出河流允许排放量计算过程 ,建议通过调整污水排放方式 ,合理利用水体的环境容量。

The environmental capacity and permissible discharge are the bases of environmental planning and management. A discussion is made on the definition of environmental capacity and permissible discharge and their affecting factors and calculation methods. The nature and connotation of environmental capacity are expounded in theory, and a practicable method for its calculation is proposed. By some examples, the process for calculation of permissible discharge is given for 1-D un-mixed regions, and 1-D and 2-D mixed regions. The adjustment of wastewater discharge modes is suggested for reasonable utilization of environmental capacity of water bodies.
