入世后我国农业支持政策的完善

Improvement of China's Agricultural Policies after Its Accession to WTO

WTO并不反对成员国政府支持国内农业发展 ,而是要求成员国的支持措施对生产和贸易无扭曲作用或扭曲非常小。因此 ,入世后 ,我国政府要做的不是减少对农业的支持力度 ,而是改变农业支持方式 ,如加强基础设施建设、大力调整农业结构、提高农业科技贡献率、建立新的农业保险体系、发展生态农业、拓展农业服务计划等。

WTO does not prevent its member's government from supporting its domestic agricultural development, but requires its member countries' supporting policies have no or little distorting influence on production and trade. Therefore, after China's accession to WTO, what the Chinese government must do is not to weaken its support to agriculture but to change its mode of support in various ways.
