摘要
针对大气污染物排放总量控制A值法,总量控制区在符合污染物年总量允许排放限值的情况下,不能保证污染物的单位小时环境质量浓度都能连续达标的问题。文章提出了总量控制A值法的环境质量保证率概念,并运用总量控制的原理,提出小时,日环境质量保证率的量化公式。经过分析得到该保证率除了与污染物种类有关外,主要与A值的分布情况紧密相关。同时利用长江下游某地的2000年气象资料,分析该地区A值的变化趋势,求得该地区SO2和NO2环境质量的小时保证率分别为97.4%、90.2%,日保证率分别为90.2%、79.5%。
The hourly and daily environmental quality concentration in the total amount control zone could not guarantee to be above the standard, under the circumstance that the yearly pollutant total amount is permitted based on A-value method in air pollutant total amount control (APTAC). Pointing that, the conception of environmental quality guarantee rate (EQGR) for APTAC is advanced and its quantitative formula was proposed for both hourly and daily EQGR based on theory of APTAC. It was concluded that EQGR is re- lated with the yearly arrangement of A-value besides the pollutant. According the meteorological data in a lower area along Changjiang River in 2000, the yearly A-value trend was analyzed, furthermore, the hourly EQGR of SO2 and NO2 were 97.4% and 90.2% respectively, and daily EQGR 90.2% and 79.5% respectively.
