长期以来 ,计划经济体制的制约 ,使应试教育一直占主导地位 ,使人们对素质教育的认识产生偏差。教育主管部门衡量学校质量的标尺错位 ,素质教育评价系统难构建。要强化素质教育 ,首先必须对素质教育的内涵及特点充分认识和理解 ,转变教育思想和观念 ,加大师资培训力度 ,建立符合实际的教师和学生评价体系。

People have made deviations of looking at education for all round development because education for entrance examinations has been occupying the leading position by the check and supervision of planned economic structure for a long period of time.
