浅谈节水农业的内涵与技术体系构成

Preliminary Discussion on Connotation and Technical System of Water-saving Agriculture

明确节水农业的内涵 ,确定节水农业技术体系构成 ,对于保证节水农业持续稳定发展具有重要意义。在深入分析我国节水农业发展的历史背景、新时期节水农业发展所要实现目标、国内有关学者对节水农业内涵所作的论述的基础上 ,提出了自己对节水农业内涵的新认识。结合对节水农业发展所要承担的历史使命及新时期节水农业发展所要关注的一些问题的讨论 ,并在充分吸收前人已有的研究成果的基础上 ,提出了新的节水农业技术体系构成图。该节水农业技术体系由 5个子系统组成 ,分别为 :1水资源利用与保护子系统 ;2工程节水子系统 ;3农田用水管理子系统 ;4农作节水子系统 ;5政策法规子系统。

It is very important that a suitable connotation and a reasonable technical system was set up for sustainable development of water saving agriculture in China. With analyzing comprehensively the historical background of water saving agriculture origination, targets and tasks of water saving agriculture development in future, and existing considerations on connotation of water saving agriculture, a new water saving agriculture concept and connotation is presented in this paper. Based on considering historical responsibilities, several problems needed to be paid attention on in present period, and existing technical system, a new technical system scheme for water saving agriculture was put forward. The new system scheme consist of five sub systems as followings: ①agricultural water resources development and protection;②water saving engineering measures;③irrigation water management;④water saving cultivation measures;⑤ policies and regulations for water saving agriculture.
