In this paper, the foreign electricity market surveillance has been investigated, including California, New York, PJM and Australia, Argentina and New Zealand. Moreover the surveillance method, surveillance indexes, primary speculations and surveillance measures are summarized. These electricity market surveillance theory and applications will be helpful for electricity market reform of China.
