Market economy pursues efficiency and profit in the exploitation of environment resources, but the nonsymmetry of teconology progress, the uneconomical outer market and the neglection to the resources that have no market worth have restricted the sustainable exploitation of environment resources seriously. So to reglulate market system and remedy the defect of the market system we must construct relevant legal system, reinforce macroregulation of the government, formulate industry policy, promote people's parcipitation.
